[edit] Early life

Not much is known about Palpatine or his other self Darth Sidious before the Battle of Naboo, except that he was trained by Darth Plagueis. Palpatine was senator of Naboo at that time and later rose to the rank of Supreme Chancellor. Within the next 20 years, Palpatine orchestrated the fall of the Jedi and gave rise to the Galactic Empire.

[edit] Battlefront II

In Star Wars: Battlefront II, Palpatine appears as a hero for the Empire and CIS in non-story modes. He is a powerful lightsaber duelist, though his real power lies in the force. Palpatine is given the powers Force Lightning and Force Choke. When the player activates choke and quickly switches power, the player is given what might be an infinite length of time, as the power recharges for each blast of lightning.

[edit] Empire at War

Here Palpatine appears as the leader of the Empire. Not only does he wield a lightsaber and Force Lightning and Force Corrupt, but he also allows the Empire to build anything on the planet he resides on for 25% less than normal. This allows the player to more easily construct a Death Star and other expensive units and equipment.

[edit] Empire at War: Forces of Corruption

Here Palpatine reprises his role as a dark leader with no actual changes to his unit.

[edit] Lego Star Wars

In Lego Star Wars II he is a available player to unlock and play in free-play mode. Before you can unlock him you have to beat Jedi Destiny though.
